What is the program Today does not circulate?

It is a circulation program promoted by the Government of Mexico. This action is intended to regulate the level of pollution through measures that limit the use of vehicles.  This program regulates circulation in the Federal District and in the State of Mexico. In this way, the Government of Mexico intends to regulate the environmental impact produced by cars.

In which places does this program apply?

The coverage of the program Hoy no circula is extensive. It is found in the 16 delegations of the DF and in the 18 municipalities of the State of Mexico. So that you are clear about the specific places, here is a list in alphabetical order:

What are the advantages of the Hoy no circula program?

The advantages of this program are many and easy to understand.

  • Limit contamination. Thanks to the Hoy no circula program, pollution in Mexico is reduced. One of the countries with the greatest environmental problems in America.
  • It improves the health of its citizens. By limiting pollution by restricting traffic, it is possible to improve air quality. As a consequence, the health of citizens improves. By not having to continuously breathe polluted air, diseases are reduced.
  • Improves atmospheric contingencies. Pollution is one of the most serious problems affecting the atmosphere. Pollution causes an increase in the greenhouse effect that worsens atmospheric contingencies. By regulating traffic you work to help the planet.
  • Promotion of public transport alternatives. The program today does not circulate would not work without an alternative to transportation. Thanks to the good public transport network that Mexico has, the use of private vehicles can be restricted.

How does this program work?

With this program it is controlled which cars are not driving today. To achieve this, the Government has divided the vehicles through two main factors:

  • The level of emissions they produce. A verification must be carried out to find out the amount of emissions generated by each vehicle. Through the Mandatory Vehicle Verification process, a hologram is assigned depending on the level of emissions.  Therefore, thanks to these holograms, the amount of toxic emissions generated by each vehicle is identified. So that it is known to which category each vehicle corresponds, the owners have to place these holograms in a visible place. Until this year, the age of the vehicle marked the type of hologram that each driver received. However, as of July 9, 2017, the emissions generated by each vehicle are those that mark the type of hologram. Only the 00 hologram will continue to maintain a maximum age restriction of 2 years.
  • The final digit of the registration. This digit is the one that marks the color of the sticker.
    • If the license plate ends in 1 or 2, the color of the sticker will be green.
    • If the license plate ends in 3 or 4, the color of the sticker will be red.
    • If the license plate ends in 5 or 6, the color of the sticker will be yellow.
    • If the license plate ends in 7 or 8, the color of the sticker will be pink.
    • If the license plate ends in 9 or 0, the color of the sticker will be blue.

From these two factors, you can divide the traffic and control which cars are circulating today and which are not.

The Mandatory Vehicle Verification process

As we have explained a few lines above, in order to know which hologram corresponds to each vehicle, it is necessary to carry out the Mandatory Vehicle Verification process.

This control system is carried out periodically on all vehicles in the DF and the State of Mexico. In addition to Morelos, Pueblas, Tlaxcala, etc. Vehicle verification costs $414 for all vehicles except those exempt from the Hoy no circula program. If you want to know more information about the Mandatory Vehicle Verification process, be sure to visit the following link.

As for the holograms that are issued based on this process, the program includes the following:

  • Exempt Hologram
  • Hologram 00
  • Hologram 0
  • Hologram 1
  • Hologram 2

The Today program does not circulate and foreign vehicles

Foreign vehicles are not exempt from the Hoy no circula program. The following are classified as foreign vehicles:

  • Vehicles registered abroad. Or in States that are outside the Hoy no circula program.
  • Do not have a hologram of Hoy no circula. They may also have a different hologram that is not recognized by the Mexico program.

This rating is independent of the year of the vehicle or the model in question. However, as with vehicles from Mexico and DF, the Hoy no circula program also takes into account traffic restrictions for these models. These restrictions are the following:

  • Without the possibility of driving from Monday to Friday from 5 to 11.00.
  • Without the possibility of driving on Saturdays from 5 to 22.00.
  • Depending on the final digit of your registration, you will not be able to circulate on a weekday from 5 to 22:00.

These restrictions do not apply to vehicles from Mexico City, Cuautla Puebla, Cuernavaca, Pachuca, Tlaxcala, Toluca, Tula de Allende and Tulancingo. Due to the approval of vehicle verification criteria, these vehicles are treated like the rest. That is to say, that their holograms are valid for all of Mexico and DF

However, there is a program in which foreign vehicles are exempt from the Hoy no circula plan. These vehicles do not have to control which cars are not on the road today. This program consists of issuing a free tourist pass to circulate in Mexico City and in the State of Mexico.

The reason for this exemption is to encourage tourism. All vehicles that are not older than 15 years and that are not registered in Morelos, Hidalgo, Puebla or Tlaxcala may request it.

Consequences of not respecting the program Hoy no circula

If the Today is not driving program is not taken into account, the owner or driver of the vehicle risks a traffic penalty. This sanction will consist of a fine. The amount of the fine will depend on the place where the offense was registered.

For cars that do not circulate today in DF

  • If the sanction comes from a traffic police officer, the amount will correspond to 20 days of minimum wage according to the Metropolitan Traffic Regulations. This amount amounts to $1,345. The vehicle will not be withdrawn, as it was done in the past.
  • If the sanction comes from an Ecoguard, the amount of the fine will be higher.  In total, 24 days of minimum wage must be paid in compliance with the Environmental Law on Vehicle Verification. In total the amount amounts to $1614.

For cars that do not circulate today in the State of Mexico (EDO)

In this case, the fine will amount to 30 days of minimum wage. Approximately about 2018$.

What vehicles are exempt from this program?

As we explained a few lines above, certain vehicles are exempt from the Hoy no circula de México program. These vehicles are the following:

  • Vehicles exempted under the mandatory vehicle verification program. That is, those with the Exempt 0 or 00 hologram.
  • Vehicles that use non-polluting energy. Such as electricity or solar energy.
  • Emergency vehicles. That is, ambulances, firefighters, doctors, rescue units, urban services, emergency vehicles (such as ambulances), police and civil security vehicles, etc.
  • School vehicles. However, they must request authorization so that they are not affected by the cars that do not circulate today.
  • Hearses. Only in case they are celebrating a funeral.
  • Disabled vehicles. But only those that issue the corresponding certification.
  • Public transport vehicles. As for example the intercity buses.
  • Classic vehicles. These must have an old car license plate. Nor are motorcycles, construction machinery or tractors affected by the Hoy no circula program.
  • Vehicles that have a tourist pass.
